Note 26 — Part II

Reading edition

1. The distance of these islands [from España] deprives our court often of news; occasions delays in the correction of so many infractions of law; retards all governmental measures; gives opportunity for the commission of many iniquities; discourages those who are zealous for the royal service; causes incredible expenses to the royal exchequer, and to the inhabitants of these islands; and detains the citizens here, as if in a place of banishment,26 since they are not at liberty to return to España, nor have they means to pay the expenses of the long and grievous journey over land and sea, by way of Acapulco. All this would be in great part remedied by carrying on navigation and commerce by the Cape of Good Hope.
