The action of the police is based on Section 181 of the Penal Code reading as follows:
Sec. 181. When anyone knowing or suspecting himself to be infected with venereal contagion, has intercourse with another person, punishment by imprisonment shall be imposed, or, under aggravating circumstances, detention at hard labor in the House of Correction.
