Note 111 — Chapter XIX · THE SOLUTION OF THE PROBLEM
Reading edition
How dangerous is prophecy touching the future of the Far East is well illustrated by the following passage quoted from Mr. Whigham’s generally calm and fair book on Manchuria and Korea, p. 49. Speaking of the mistake which Japan made in not preventing Russia from building the Manchurian Railway, Mr. Whigham says: “On the other hand, one is more and more convinced that what used to be talked about a short time ago as the inevitable war between Russia and Japan is destined to end in smoke, since the Japanese have already lost their great opportunity.” This was written as of July, 1901. Less than three years later “the inevitable war” began in the “smoke” of battle, and ended with Japan in possession of this same Manchurian Railway.
