According to Cyprian the bishops are the sacerdotes κατ' εκσοχην and the iudices vice Christi. See epp. 59. 5: 66. 3 as well as c. 4: "Christus dicit ad apostolos ac per hoc ad omnes præpositos, qui apostolis vicaria ordinatione succedunt: qui audit vos me audit."
