Castro had enemies in San José. He was accused of bringing about Gallegos' dismissal. This assertion was repeated from mouth to mouth, and came to be believed by many. Moreover, some men that he looked on as his friends suggested to him unwise measures, with the view of damaging his administration. Unfortunately, congress began to show aristocratic tendencies, restoring the abolished compellations without opposition on Castro's part. The title of Excellency was voted to itself, the president, and the supreme court.
