Reading edition
In January 1164 “he granted a short charter of privileges to the burghers of Bristol, whom as sovereign lord he calls his burgesses, although they were then under the lordship of the earl of Gloucester. This charter contains only an exemption from toll and passage and other customary payments for themselves and their goods through the king’s own lands, with a confirmation of their existing privileges and liberties” (Seyer, Mem. of Bristol, vol. i. p. 494, with a reference to “Charters of Bristol, No. 1”).
