We often hear that war has also a good moral influence, since the whole nation is then animated with a single ideal. This is true only in the very rare cases where a war is really popular, in place of being the means of procuring material profits for a small minority, while the great majority remain indifferent. It goes without saying that even in these exceptional cases, the harmful consequences to the participants still remain.303
