Commenting on the annual report of the issue of licenses the Indian press have made similar statements. The Punjabee says “while the ruffians bent on crime have been able to secure fire arms by foul means, the law abiding section of the community have for the most part continued helpless owing to the difficulties of obtaining licenses for fire arms.” See also Bengalee of the 6th Oct. 1915.
