The Moniteur prussien of the 21st October, 1871, gives (from the documents seized at Cerçay) extracts from the instructions sent from Paris the 16th August to M. Benedetti concerning the secret treaty. A passage from these instructions contains "the designation of the persons to whom this negotiation was to be confined."
