Concerning the earlier phases of Klemm’s activities, see the footnote appearing at the beginning of the extracts from Klemm’s testimony which are reproduced above in section V C 3 b. There was still a fourth phase to Klemm’s activities, for in January 1944 he was appointed Under Secretary in the Reich Ministry of Justice.
