Perhaps the earliest testimony to the municipal government of Ragusa in the Middle Ages is a diploma of the Byzantine Emperors Basil and Constantine VI., dated 997, addressed ‘Vitali Archiepiscopo et Lampridio præsidi civitatis, una cum omnibus ejusdem civitatis nobilibus.’
