Note 2 — Chapter III · THE CRISIS OF AGADIR 1911
Reading edition
Von Tirpitz’s account is quite direct. “At his [von Kiderlen-Wächter’s] suggestion the Chancellor dispatched the gunboat Panther to the Moroccan port Agadir on July 1, 1911, and left the British Government, when it asked the reason, completely in the dark and without a reply for many weeks. The result was that on July 21 Lloyd George delivered a speech which had been drawn up in the British Cabinet, in which he warned Germany that she would find British power on the side of France in the event of a challenge.”
