Reading edition

Other war measures were: (Aug. 28) free importation of arms; (Aug. 31) severe penalties for civil and military officers refusing to obey orders during the war; (Sept. 3) the free manufacture and sale of gunpowder; (Sept. 4) a commission to provide lands for American deserters; (Sept. 10) naturalization to be gained by entering the army or navy; (Sept. 10) reëstablishment of the Military Normal School at Chapultepec under the name Military College; (Sept. 11) regulations for the National Guard. The purpose of offering a pardon to deserters from the regular army was probably to transfer men from it to the National Guards (Bankhead, no. 126, Sept. 7).
