Even with this understanding we shall have to assume for the requisition of 214 a division between 100,000 and 300,000—those rated at 100,000-200,000 asses furnishing two and those at 200,000-300,000 asses three sailors. Otherwise the number of sailors will be greatly in excess of the need.
