The present1 government of the Philippines is highly effective and the state of public order leaves little to be desired. Doubt has been expressed as to the stability of the existing régime, but it is at the very least safe to assume that the United States will never withdraw from the islands without leaving behind a government which will assure to the residents of the archipelago, foreign and native, personal safety, just treatment and security of property rights.
