Note 5 — THE PHILIPPINES, 1860–1898—SOME COMMENT AND BIBLIOGRAPHICAL NOTES
Reading edition
In 1898, for instance, when the war with the United States began, the governor-general of the Philippines who had recently negotiated a peace with the insurgent chiefs, had just turned over his place to a new man, a stranger in the islands, and sailed for home. The new Liberal administration, which came into power in Spain in October, 1897, had also sent to the Philippines a new set of provincial governors, to take the place of men who had served, in many cases, less than two years. Some of these new governors had not gone to their posts when Commodore Dewey’s squadron arrived, and they were consequently blockaded in Manila. ↑
