Art. 42. For the constant and active oversight and supervision of the school, there shall also be a board composed of the alcalde-mayor of the province of Camarines Sur,50 as president, of the reverend diocesan bishop, or in his absence of the ecclesiastical governor, and of the administrator of public finances.
