Art. 31. The chiefs of the provinces shall be provincial supervisors, and shall exercise their office with the aid of a commission presided over by the same and composed in addition of the diocesan prelate, or, in his absence, of the parish priest of the chief city, and of the alcalde-mayor, or administrator of finances. The respective reverend and learned parish priests shall be the local supervisors of primary instruction.40
