Note 123 — Chapter XXIX · DRIFTING TO WAR.

Reading edition

Martin’s Life of the Prince Consort, Chap. XLIX. Compare this with Lord Salisbury’s statement at the Guildhall banquet on the 9th of November, 1886, that England’s Eastern policy is to pledge herself to fight on the side of Austria, when Austria thinks fit to go to war. By substituting “Austria” for “Turkey” in the first two sentences of this important State Paper of the Queen’s, very interesting deductions might be drawn by students of Constitutional history.
