Note 107 — Chapter IV · 1559-1560

A great impetus had been given to the building of warships on the accession of Elizabeth, and a programme of naval construction was presented, providing for the building of twenty-eight ships during the ensuing five years; an enormous increase when it is considered that the whole navy when Mary died consisted of only twenty-two sail. The first measure of Elizabeth was to turn a large number of the merchantmen, which had been built under subsidy, into warships. These were probably the ships referred to by Cardinal Lorraine. On the 3rd July, shortly afterwards, the Queen was present at the launch of a fine new warship at Woolwich, which she christened the Elizabeth.
