The first Moroccan crisis, 1904-1906

Note 144 — Chapter IV

Reading edition

It must be remembered that Delcassé was then discussing the Moroccan problem with the Spanish Ambassador, who sought to use that question as the means for paving the way to the new Continental combination. Moreover, the Czar and the German Emperor, together with their foreign ministers, had an interview at Danzig in September at which the Russian Minister openly advocated a Russo-German alliance. From Danzig the Czar journeyed to France, and a short time thereafter occurred Delcassé’s indirect overture to Radolin. On the meeting at Danzig see Bülow’s account of the conversations on Sept. 12, 14, 1901, in G.P., XVIII, 28 ff., Nos. 5393-95; Savinsky, Recollections of a Russian Diplomat, pp. 17 ff.
