Tardieu has a long story about German threats and intimidations toward Spain between Feb. 11 and 20. The King of Spain, he writes, was angry, but Ojeda listened to the siren voice of Stumm, first secretary of the German embassy in Madrid. According to the German documents, Stumm had at least two conversations with Ojeda during February, one on Feb. 20, trying without success to influence Spain to support the German proposals (G.P., XXI, 145, 189 ff.).
