The first Moroccan crisis, 1904-1906

Note 962 — Chapter XVI

Reading edition

On this episode see ibid., Nos. 6901, 6903 ff. The editors of G.P. assure us that there is no indication in the documents that Rouvier followed up the subject (ibid., p. 23). Joseph Caillaux states that Rouvier was back of the overture made through Vaffier-Pollet. He also asserts that in Nov., 1905, Rouvier offered the port of Mogador and its hinterland to Germany, but that the latter refused (Agadir, ma politique extérieure [Paris, 1919], p. 25). There is no reference to this proposal in G.P. Caillaux is probably referring to the offer made through Eckardstein in May, 1905.
