Reading edition

On April 8 Bülow sent Hammann the following instructions for directing the press: “All criticism and attacks should, under the greatest possible consideration for the French national feeling, be directed against the systematically anti-German, insolent, and inept policy of Delcassé” (minute by Bülow to a memo. by Hammann, April 7, 1905, ibid., 313, No. 6609).
