Vell., II, 89: “Finita vicesimo anno bella civilia, sepulta externa, revocata pax, sopitus ubique armorum furor, restituta vis legibus, iudiciis auctoritas.” This is well expressed by Botsford, Hist. of Rome, p. 205: “The chief aim of Augustus was to protect the frontiers, to maintain quiet by diplomacy and to wage war solely for the sake of peace.”
