The Defeat of Varus and the German Frontier Policy of Augustus

Note 37 — Chapter III · Criticism of The Accepted View

Reading edition

This is the calculation Caesar uses for the Helvetians (Bell. Gall., I, 29), and Velleius (II, 116) for the Pannonian rebels. Cf. Beloch, Rh. Mus., LIV (1899), p. 431, 1. L. Schmidt uses the ratio of one to five. It seems more reasonable, however, to use the Roman system of reckoning. Delbrück, Preuss. Jahrb., 81, p. 480, uses the one to five ratio for the proportion of warriors who might be expected to attend the war council, but that is a slightly different thing from the utmost that a tribe could do in a desperate situation.
