Note 289 — Chapter XI
Reading edition
Wisconsin was the first state to have a day school law, which was enacted in 1885. Bills were offered in 1881 and 1883, but were defeated. The movement in this state has been in large part due to the activities of the Wisconsin Phonological Institute to Promote the Teaching of Speech to the Deaf, an organization formed in 1879. The question has even been considered in this state of abolishing the state school as a boarding institution. See Public Opinion, xxv., 1898, no. 16; Association Review, iii., 1901, p. 193.
