Note 3 — UNITED STATES.

The Electors are chosen by the people in all the States within the thirty-four days preceding the first Wednesday in December, in which an election of President and Vice President takes place. On that day all the Electors give in their votes. No person can be an Elector who holds any office under the government of the United States. The President and Vice President are chosen for the term of four years, commencing on the fourth day of March.
