I must have expressed in some letter at this time regret that none of Her Majesty's Ministers had taken the opportunity of explaining the circumstances which had hurt Her Majesty's health, and compelled her to avoid the fatigues of the public appearances which were called for, and which were undoubtedly desirable, if the Queen's health had admitted of their being made.
