Throughout 1793, and especially in September, Lord Chatham as First Lord of the Admiralty was in dispute with the Master of the Ordnance, the Duke of Richmond. One alleged that the fleet was ready but that the guns were not; the other stated that the ships were not ready to take the guns. Lord Sandwich was Lord of the Admiralty during the American War.
