François, Marquis de Barthélemy (1750-1830), concluded three treaties at Basle in 1795—with Prussia, the United Provinces, and Spain. He was a member of the Directory; but, suspected for his moderation, was sent, first to Cayenne, then to Sinnamari. Thence he escaped to England. He assisted in drawing up the charter at the restoration of Louis XVIII.
