Terrier de Monciel, a member of the Constitutional party, Minister of the Interior from June 18 to July 9, 1792, endeavoured to organize a military force for the protection of the king which should be disassociated from the foreign allies of the émigrés. It was the discovery of this and other schemes for the king's rescue, in which Bertrand, Malouet, Mallet du Pan, and Clermont-Tonnerre were the leaders, that led to the disbanding of the Constitutional Guard, and the insurrections of June 20 and August 10, 1792. Monciel died in 1831.
