Footnote 91: This constitution, founded on the additional act, differed from it only in abolishing hereditary mobility. M. Manuel, however, who displayed talents of the first order in this discussion, was of opinion, that the order of nobility should not be suppressed, being essentially necessary in a monarchy. Had I to draw up an eulogy of the additional act, or a charge against those who hold it in contempt, I would only refer them to his constitution.[Back to Main Text.]
