Some such view is suggested by Malthus himself, Essay, IV. xiii. p. 473 (cf. Pol. Ec., 1820, p. 475), a passage which it is hard to reconcile with the passages in the Quarterly and in the Pol. Ec. that speak of the necessity of a special class of unproductive consumers.
