Note 15 — Chapter I
Reading edition
The Count Palatine represented, in theory, the king or emperor as judge in his own palace. Barons, especially those of frontier provinces, had similar royal judicial privileges delegated to them. Such provinces were called palatine. In Germany there was an upper and lower Palatinate; the lower Palatinate comprised the upper part of the rich Rhine valley, with Heidelberg for its capital, and conferred a vote at the election of the emperors of Germany.
