This resolution was introduced in the Senate by Senator Shafroth of Colorado, Democrat; in the House by Representative A. Mitchell Palmer of Pennsylvania, Democrat, later Attorney General in President Wilson’s Cabinet. Both men, although avowed supporters of the original Susan B. Anthony amendment, backed this evil compromise.
