St. Epiphany says, that our Lord committed to James the Elder at Jerusalem his throne on earth (τον θρονον αυτου επι της γης): and speaking of the bishops assembled at Jerusalem, he declares that the whole world (παντα κοσμον) ought to submit to their authority. Epiph. Hæres., 70, 10; 78, 7.
