This fact is corroborated by authentic documents. France in 1801, the second year of Napoleon's consulship, with 34,000,000 of inhabitants, condemned to death 882. England, with but sixteen millions, executed the same year 3,400. In the year 1811, after Napoleon had reigned ten years, France, with a population of 42,000,000, condemned but 392.
