"The general principle of a compulsory labour colony on habitual vagrants may be borrowed from abroad, but the essential details must be worked out at home." The proposal is to bring subsidised philanthropic institutions to bear on the problem, but to form one State colony for vagrants (Vagrancy Report, sections 277-305).
