Note 309 — Chapter IV · LEGISLATION AGAINST SEDITION AND ANARCHY
Reading edition
See the state papers in 4 Moore’s Digest of International Law 332 ff. The possible exception of anarchists who actually cause explosions (ibid. 354) may be disregarded, since we are dealing at most with unsuccessful incitement to anarchy, and in general with the expression of revolutionary views and membership in revolutionary organizations, which would clearly be political crimes and unextraditable.
