Reading edition
Ibid. p. iv. See Mr. Shaw Lefevre's answer in House of Commons 18th February 1895 (Hansard, vol. 30, p. 969). The Central Authority persisted in its attitude with regard to these powers, and the rules, without which they cannot be used, have not in fact been issued; see Mr. Gerald Balfour's answer in House of Commons, 19th July 1905 (Hansard, vol. 149, pp. 1179-80). Similar powers were, however, granted to distress committees of local municipal authorities by the Unemployed Workmen Act 1905, under which the necessary rules have been issued.
