„It appears to the allied Ministers highly desirable to institute a commission without loss of time to prepare for the approbation of the Sovereigns a project for the reunion of the Belgian Provinces with Holland. You will call the Prince of Orange's attention to this important object. This Commission may be assembled according to mutual convenience either at Brussels or the Hague, and should consist of an equal number of Dutch and Belgian members; possibly three of each might be sufficient....
