Note 66 — CRIMINALITY.
Henry P. (Henry Pomeroy) Horton translation
According to the figures given below (which, it is true, only cover a short period) juvenile delinquency in England has remained almost stationary.66 Here we must remember: first, the great number of acquittals; second, that the criminality of the young is nowhere better combated than in England with its system of Industrial and Reformatory Schools; third, that industrialism has been prevalent in England longer than elsewhere, and that the increase of criminality during the period designated cannot be as great as in other less industrial countries.
