Dr. Fraser observes (Report, p. 124): "Dr. Arthur Mitchell, in his work on the insane in private dwellings, shows that this method of providing for the chronic insane is—1st, the best thing for the patient; and, 2nd, the best thing for the country; and in that opinion I heartily concur."
