This refers to a suggestion made by Mr. Washington in his telegram recommending the appointment of Dr. W.D. Crum, a colored physician, to a South Carolina vacancy, so that the President could thereby announce at the same time the appointment of a first-grade Southern white Democrat and a first-class colored man.
