These first ten amendments were in force after November 3, 1791. Cf. comment in American History and Government, § 216. They are usually referred to as the Bill of Rights. It is a suggestive exercise to rewrite the "bill of rights," incorporating all those features of that character which are included in the body of the Constitution.
