Reading edition
In his instructions to Colonel Lockhart, his envoy to France after the negotiation of the treaty of 1656, Cromwell tells him to explain to Cardinal Mazarin “what my principles are which led me to a closure with France rather than with Spaine ... viz. that the one gives libertie of conscience to the professors of the Protestant religion and the other persecuteing it with losse of life and estate.”—Prof. C. H. Firth, in English Historical Review, October, 1906, p. 744.
