Reading edition
The New York Times of Nov. 27, 1917, contained a report to the effect that the United States Government was preparing to notify Berlin of the steps that had been taken in the United States regarding the internment of unnaturalized Germans in this country. It was the purpose to inform Germany of the number of those interned, who they were, and how they were treated. The object was to reassure Germany that the interned Germans were not being ill-treated, and so to protect Americans interned in Germany.
